There is no official installer, but system can be installed by booting with livecd and installing PLD Linux into chroot.

For LiveCD, you can try (in this order):

• PLD New Rescue (pldnr)
• PLD RescueCD (rcd)

To get PLD running, you can also use pre-installed VM images. These are intended for Vagrant, but can be converted to QEMU QCOW format easily.
